The Vietnam Reunification Date (30 April) and International Labour Date (01 May) will join together to become a length holiday in Vietnam. In particular, this Holiday will last from 27 April to 01 May, 2019. The Vietnam Immigration Department, which issue Vietnam visa will be off in these days. There is no visa application which will be processed on these days, excepted emergency cases.

Therefore, please apply your visa sooner than 27 April at least 3 working days. After you get the visa (or visa approval letter), you can come to Vietnam in this period of time as normal. (The Immigration Department will be closed, but both the Visa On Arrival office at the airports and Immigration Gates at the borders and seaports still open 24/7)
